Michael Harvey began volunteering for the Virginia Wireless Association in 2012. He was elected to the board in 2015 and held the Vice President role for 7 years. At the end of 2022 the Virginia Wireless Association went through a reorganization and Michael was elected President.
Michael is a Managing Partner of All American Associates and represents multiple manufacturers within the wireless telecom industry. Being experienced and representing a variety manufacturers, Michael has been involved in projects and has experience in macro builds, small cells, DAS, and network optimization.
Michael is the 3rd generation in his family to find a career within wireless telecom. Utilizing his industry experience and a degree in Business Administration Michael has used his skills to establish, build, and maintain relationships throughout the telecommunications industry. Michael has been married to his wife Megan since 2010. In his spare time, he enjoys traveling, spending time with family, and scuba diving.

Elisha began volunteering for the Virginia Wireless Association in 2007. She was elected to the board in 2017. At the end of 2022, the Virginia Wireless Association went through a reorganization and Elisha was elected Vice President.
Elisha started in the wireless telecommunications industry in 2005. She is currently a Project Developer with East Point Energy, an Equinor company, where she sponsible for ushering battery energy storage systems from site control to a shovel-ready state. Prior to joining East Point, Elisha worked as a Program Manager for Network Towers building out their tower portfolio.
Elisha holds a Bachelor’s degree in Biology from University of Pittsburgh at Johnstown. In her spare time, she enjoys spending time with her husband and doggies, traveling, watching Penn State football, participating in the Women’s Wireless Leadership Forum (WWLF) and Women of Renewable Industries and Sustainable Energy (WRISE).

Ericka Lewis serves as the Regional Operations Manager for Network Building + Consulting’s South region. In her current role, Ericka is focused on strategic initiatives within the region to streamline operational productivity, efficiency and growth, while managing several regional support teams. She is responsible for process development and implementation, business development, employee training, resource allocation, and regional financial oversight. She prides herself in creating a positive workplace and fostering an environment where all team members can prosper from the collective efforts.
Ericka began her career in telecommunications with NB+C in 2018 as Assistant Program Manager supporting the South Region’s Vice President. She brought with her over 10 years of legal administration and paralegal experience. For more than a decade, she worked alongside the Managing Partner of a Boston-based litigation firm simultaneously supporting several C-level executives and top producing partners during a time of rapid growth and the firm’s national expansion.
Ericka resides in Rockville, Virginia with her husband and two daughters where they enjoy spending time together cultivating their homestead.

Joe Osbourne is a Senior Project Manager with GSS, Inc. specializing in environmental and regulatory surveys. He has worked in the wireless industry since 2007, managing projects for all major carriers and numerous tower companies. Joe currently assists clients in efficiently navigating regulatory requirements and environmental compliance on various nationwide macro and small cell projects. He is passionate about his support for the wireless industry and honored to serve as Treasurer on the Board of Directors for the Virginia Wireless Association.
Joe holds a B.S. in Wildlife from Purdue University and a M.S. in Wildlife and Fisheries Science from West Virginia University. He and his family reside in the Shenandoah Valley in Lexington, VA.

Ed Donohue is a founding member of Donohue & Stearns; a full service law firm dedicated to meeting and exceeding its client’s needs for legal services. Ed expertise is in the areas of land use/zoning, litigation and leasing, with a particular emphasis on tower and antenna issues.

Bar Admissions: District of Columbia, Maryland and Virginia
Experience: In private practice since 1987, Ed has devoted a substantial part of his career pursuing zoning, land use and historic preservation approvals in the Greater Washington, DC area. Prior to forming Donohue & Blue, Ed was a partner in the Washington office of Holland & Knight, where he headed the wireless infrastructure group. Before entering private practice, Ed was law clerk to Honorable Fred B. Ugast, Chief Judge of the Superior Court for the District of Columbia.
Ed represents the Wireless Infrastructure Association. On behalf of WIA and T Mobile, he successfully argued as amicus curia in the Ninth Circuit Court of Appeals in the case of Sprint Telephony PCS vs. County of San Diego. On behalf of WIA, Ed frequently advocates issues for the tower and wireless industry throughout the country.
Ed has served as President of the VAWA from 2011 – 2015, and as its General Counsel from 2008 – 2015. He is active in the Maryland /DC Wireless Association. Donohue & Stearns is also a Founder of the DAS Forum.

Ed Roach is Associate General Counsel for Regulatory Compliance for SBA and has been with SBA for 14 years. He is responsible for developing and administrating the SBA compliance program to ensure that SBA is in compliance with all government regulations regarding tower siting.
Ed Roach graduated cum laude from the State University of New York at Albany and Pace University School of Law. He spent five years at the Legal Aid Society of New York litigating cases involving indigent clients.
He was the President of the Virginia Wireless Association from 2008-2010 and is the current Co-Chair of the WIA Regulatory Affairs Committee.
