Alex Beiro, Jr. started work in the wireless profession as a Zoning Specialist with the law firm of Donohue & Stearns assisting wireless clients Verizon Wireless, AT&T, T-Mobile along with national tower developers American Tower, Crown Castle and regional builders CWS and Milestone Communications. Prior to work in the wireless industry Alex was a Realtor and attained his Brokers License assisting clients in the purchase, leasing, development and sale of commercial, investment and residential properties.
Alex has been actively involved with the VA Wireless Association including initiating the VA Tech Wireless scholarship fund and the Fairfax County, VA Sheriff’s office Project LifeSaver Program. A life-long resident of Northern VA, Alex graduated from Old Dominion University and after graduating worked as a project manager with the family’s construction and engineering firm started by his father.

Michael Harvey is a Senior Account Manager for All American Associates. He represents multiple manufacturers within the wireless telecom industry. Michael is the 3rd generation in his family to find a career within wireless telecom. With industry experience and a degree in Business Administration Michael has used his skills to establish, build, and maintain relationships throughout the telecommunications industry. Because of the various manufacturers he represents, he has experience in macro builds, small cells, DAS, and network optimization. He is a very enthusiastic and responsive Account Manager that will utilize whatever resources are needed to bring successful results to his customers. Michael has been a Virginia Wireless Association participant and volunteer since 2011 and was elected to join the board in 2015.
Michael resides in Ruther Glen, Virginia, with his wife Megan and enjoys traveling, cooking, and diving in his free time.”

Elisha Kiser Director of Social Media, Virginia Wireless Association Site Acquisition Manager, Network Building + Consulting |
Elisha started in the wireless telecommunications industry in 2005 and specializes in site acquisition services. She is currently a Site Acquisition Manager for Network Building + Consulting, where she manages the T-Mobile site development team. Prior to being in telecom Elisha was a laboratory technician at the Department of Pharmacology and Toxicology at MCV. Elisha has been an active member and volunteer of the Virginia Wireless Association since 2007. Because of her hard work and dedication, she was elected to the board in 2017 as the Social Media Chair.
Elisha holds a Bachelor’s degree in Biology from University of Pittsburgh at Johnstown. Her interests include soccer, Penn State football, and volunteering time to the Epilepsy Foundation of Virginia.

Trent Snarr Director — Treasurer, Virginia Wireless Association Engineering Manager – South for Network Building + Consulting |
Trent is a civil engineering undergraduate and structural engineering Master’s graduate from Virginia Tech.
Trent has over 11 years of experience in the wireless industry. He started out in the industry performing cell tower structural analysis work as well as structural modification design for failing towers. He has over 6 years of tower climbing experience for mapping, audit and inspection services.
He is currently the Regional Engineering Manager for NB+C – Engineering Services’ Southeast Region. Trent is responsible for the management and production of civil and structural engineering design and analysis projects for telecommunications structures in Virginia and surrounding markets through self-performance and direct oversight of regional engineering staff.
Trent manages the scheduling, mapping, tracking, work flow, structural analysis and review of wireless facility designs, to-date he has completed work on over 1,000, on-time and on budget. He is a tower and small cell design specialist overseeing the modification design process from design concept to final CAD plans, which are released for competitive bidding for construction. He was a chairman of the NB+C – Engineering Services’ Climbing Committee, ensuring climbing staff are trained in safety and achieve proper certificates to climb, following company protocols, monitoring projects timelines, and mapping report quality and standardization.
Trent is a problem solver and constantly resolves construction and permitting issues as they arise. Trent loves the wireless industry and is passionate about the development of wireless networks throughout the Southeast.

Joe Osbourne Director, Virginia Wireless Association Project Manager, GSS, Inc. |
Joe Osbourne is a Project Manager with GSS, Inc. specializing in environmental and regulatory surveys. He has worked in the wireless industry for over 13 years on projects for all major carriers and tower companies. Joe is currently assisting clients in efficiently navigating regulatory requirements on several nationwide small cell projects. He is passionate about his support for the wireless industry and honored to serve on the Board of Directors for the Virginia Wireless Association. Joe holds a B.S. in Wildlife from Purdue University and a M.S. in Wildlife and Fisheries Science from West Virginia University. He resides in Lexington, VA with his wife, Mary Beth, and three beautiful young daughters.

Ed Donohue is a founding member of Donohue & Stearns; a full service law firm dedicated to meeting and exceeding its client’s needs for legal services. Ed expertise is in the areas of land use/zoning, litigation and leasing, with a particular emphasis on tower and antenna issues.

Bar Admissions: District of Columbia, Maryland and Virginia
Experience: In private practice since 1987, Ed has devoted a substantial part of his career pursuing zoning, land use and historic preservation approvals in the Greater Washington, DC area. Prior to forming Donohue & Blue, Ed was a partner in the Washington office of Holland & Knight, where he headed the wireless infrastructure group. Before entering private practice, Ed was law clerk to Honorable Fred B. Ugast, Chief Judge of the Superior Court for the District of Columbia.
Ed represents the Wireless Infrastructure Association. On behalf of WIA and T Mobile, he successfully argued as amicus curia in the Ninth Circuit Court of Appeals in the case of Sprint Telephony PCS vs. County of San Diego. On behalf of WIA, Ed frequently advocates issues for the tower and wireless industry throughout the country.
Ed has served as President of the VAWA from 2011 – 2015, and as its General Counsel from 2008 – 2015. He is active in the Maryland /DC Wireless Association. Donohue & Stearns is also a Founder of the DAS Forum.

Ed Roach Co-Founder — Honorary Director, Virginia Wireless Association Associate General Counsel for Regulatory Compliance, SBA |
Ed Roach is Associate General Counsel for Regulatory Compliance for SBA and has been with SBA for 14 years. He is responsible for developing and administrating the SBA compliance program to ensure that SBA is in compliance with all government regulations regarding tower siting.
Ed Roach graduated cum laude from the State University of New York at Albany and Pace University School of Law. He spent five years at the Legal Aid Society of New York litigating cases involving indigent clients.
He was the President of the Virginia Wireless Association from 2008-2010 and is the current Co-Chair of the WIA Regulatory Affairs Committee.
